What is a magical beast?
In the modern wizarding world a creature that falls under the title,
'magial beast' is 'being' that has sufficient intelligence to understand
the laws of the magical community and bear part of the responsibilty
in shaping those laws. But there is still alot of desrepency,
for example Acromantulas and Manticores are capable of
intelligent speech but will attept to devour any human that
comes near them. There is contined uncertainty in regard to
many of the magical 'beasts' listed below. For more information
on the subject of magical beasts, please read
Fantastic Beasts and Where to Find Them by Newt Scamander
(well, JK Rowling really.)

Also, please note that none of Luna Lovegood's fantastical
beasts (such as Crumple-Horned Snorcacks), are listed here
as there's not proof that they exist ... yet. These can be found
in the dictionary.
